Normalize comments without flattening them
Collect comments from the document, email, issue tracker, and meeting notes into one ledger. Preserve the original wording, author, date, report version, and location. Then classify the requested action as mechanical correction, citation repair, evidence question, scope change, style preference, contradictory finding, or judgment call. Duplicates can be linked, but the original comments should not disappear.
A consolidated ledger prevents one accepted edit from reopening elsewhere under a different thread. It also exposes incompatible requests. One reviewer may ask for a stronger recommendation while another says the evidence is too weak. Record the conflict as a decision for the report owner. Do not average opposing instructions into language that satisfies neither evidentiary concern.
Treat contradictory evidence as a report object
Create a contradiction record naming the report claim, both source passages, differences in period, population, definition, and method, and the possible explanations already stated by the sources. Do not resolve the conflict by source prestige alone. A newer source can be narrower; a larger sample can measure a different construct. The author needs the dimensions of disagreement before choosing language.
NIST's information-quality standards call for appropriate review and transparency around sources and limitations. Apply that principle by preserving material counterevidence in the ledger and, where relevant, the report. A release candidate can state uncertainty, narrow the claim, present both findings, or hold the conclusion. The correct disposition depends on the brief and remains an accountable author decision.
Write a response that can be audited
For each comment, record accepted, accepted with modification, rejected, superseded, duplicate, or judgment required. Link the changed passage and give a short reason. Check that the response matches the document rather than merely promising a revision. Close mechanical items only after the deterministic preflight sees the corrected reference, link, figure number, defined term, or comment state.
